It’s a poignant example of how the Doctor must grapple with his own pain, having to outlive all his loved ones. When Rose shouts, “But I love you,” hearts cracked wide open all over the fandom.

This is possibly the weirded incarnation of a “shotgun” wedding. The Doctor was literally staring down the barrell of the end of the universe. But a kiss that will seal a parallel time stream? I mean… that’s romantic.

Rose had it tough during her tenure as companion. She had to say a few brutal goodbyes. But the Ninth Doctor went all Casablanca on her and sent her home in the TARDIS. He might as well have said, “We’ll always have Paris.” Just try to not to get mushy.
