Generally, new members of the U.S. Congress take their oath of office while placing their hand on a copy of the Constitution. Newly elected member Robert Garcia plans to do the same, although he’s also adding a few other items to the pile:

"Will be proudly sworn-in to Congress on the U.S. Constitution. Underneath the Constitution will be 3 items that mean a lot to me personally. A photo of my parents who I lost to covid, my citizenship certificate & an original Superman #1 from the @librarycongress."

A Democrat from California’s 42nd congressional district, Garcia immigrated to the U.S. from Lima, Peru and served as the mayor of Long Beach, CA for eight years before getting elected to Congress. Both of his parents died during the COVID-19 pandemic.

New members of Congress can’t be sworn in until a new Speaker of the House is selected

He’s also a pretty big comics nerd, as he revealed enthusiastically on Twitter last year when he gained access to the Congressional members reading room and enthused over which classic comic he should pull first. For the record, a copy of Superman No. 1 should be worth around $5 million, provided it’s in good condition.

Garcia hasn’t been sworn into Congress yet. In fact, none of the new members have. There’s a holdup as the Republican majority tries to elect a new Speaker of the House. Normally that’s a pretty standard operation, but presumptive Speaker Kevin McCarthy has hit a roadblock as far right members of his own party have refused to vote for him.

To become Speaker, McCarthy will either need to win over members of that far right block, get Democrats to help by either voting for him or just not voting at all, or give up his bid for Speaker, at which point someone else would try to get the majority of votes they need. There’s no telling how long that drama will go on, but until it’s resolved, Superman No. 1 will remain on the shelf.
