Steven Moffat stated that Clara Oswald would not be returning to Doctor Who. However, based on the ending to ‘Hell Bent,’ it seems as though she could still be a part of the Whoniverse in some way.
One had to expect that the Doctor would do everything in his power to rescue Clara from her certain death. After spending billions of years trapped in his confession dial, and essentially staging a one man coup d’etat on Gallifrey, his control of his home planet would obviously result in an attempt to bring Clara back. Indeed, he used an extraction chamber to rescue Clara just before the moment that she would be killed by the raven, rescuing her as they fled to the final moment of the Universe’s existence.
Yes, the events that unfolded led to the Doctor losing his happy ending. In the end, in an attempt to give Clara her heartbeat back and let her have her life once again, he tried to delete her memory of their time together. Clara turned the tables, and by adjusting the device, made it so that the Doctor forgot about her, removing her image from his memory.
After Clara having spoken with the Doctor one last time, disguising the newly stolen TARDIS as a diner in the middle of the desert, Clara took off with Me. Despite her stated intent to head back to Gallifrey, Clara stated that she wanted to go the “long way around,” seemingly indicating that she would be continuing her adventures with Me throughout time and space.

While this may not be in the works currently, it would appear as though both Clara and Me would be set up to cross paths with the Doctor once more. Me has become a recurring character during Series Nine, and there is no reason to think that her appearances would stop here. Clara, in traversing the universe, may well run into the Doctor once more, especially as her companion is the self-appointed guardian to those the Doctor leaves behind.
Even if Clara and Me do not return to Doctor Who specifically, they can still be a visible part of the Whoniverse. Perhaps, they get their own televised spinoff… or an appearance will happen on Class, seeing as how it is set in Clara’s former place of employment. Or, maybe, just as happened with past Doctors and with UNIT, Clara and Me can get their own spinoff as part of Big Finish.

Clara Oswald may be departing Doctor Who, but she is still floating about the Whoniverse somewhere. Perhaps, at some point, we can see what adventures she and Me go on in their travels.
