Who might burn down Winterfell? Here are some of the most likely candidates.

Cersei Lannister. We all know Cersei loves to burn things to the ground, most notably the Sept of Baelor in the season 6 finale. And who knows how much wildfire she still has? Transporting it all the way up to Winterfell seems a tall order, but should Jaime join up with Jon Snow and Daenerys and Cersei find out, she could be inspired to make the trip. After all, before season 7 started, people had pretty much counted Cersei out, but she surprised all of them. With Euron Greyjoy and the Golden Company at her side, she still has plenty of cards left to play.

The Night King and Viserion. At the close of season 7, we saw how much destruction Viserion could cause, as the Wall crumbled before his bright blue flames. The Night King and his army are bound to make a call at Winterfell, and he’ll want to no doubt want to destroy any place harboring the living. Yes, the flames in the video are orange, not blue, but that can be changed with a touch of CGI. Also, blue flame eventually turns orange because it cools off. Either way, these two are a danger.

Drogon and/or Rhaegal. According to some fans, Thrones has teased a “Mad Queen” turn by Daenerys where she snaps and follows in her father’s footsteps — the burning of the Tarlys comes to mind as a possible antecedent. We don’t know why she would have Drogon or Rhaegal torch Winterfell, but it would certainly be a step in that direction.

She could also do it benevolently. For instance, what if the Night King and his army packed inside Winterfell, and she ordered it torched so they’ll all roast to death? Or it could be collateral damage in a battle between Drogon and Viserion. Dany doesn’t have to turn into the Mad Queen for her to be behind this.
