7. Viserys II Targaryen (171 AC – 172 AC)

The tenth Targaryen king to sit upon the Iron Throne, Viserys II Targaryen’s reign was short. But the numbers don’t tell the whole story, as Viserys had already been the power behind the Iron Throne long before he was officially crowned. He was Hand of the King to an unprecedented three monarchs, serving first during the dying days of Aegon III’s reign, and then under his nephews Daeron I and Baelor I. Viserys II was the one constant, ensuring that the Seven Kingdoms remained united.

While his actual reign might not be remembered with much affection in Westeros, Viserys reformed the royal household, established a new mint, and expanded trade across the Narrow Sea, continuing the reforms to the code of laws introduced by Jaehaerys the Wise.

"“Viserys might have only reigned a year, but he ruled for fifteen, while Daeron warred and Baelor prayed” — Tyrion Lannister, A Storm of Swords"

However, Viserys II had his secrets and vices. Many believed that he poisoned his predecessor, Baelor I. Some contend this was for power alone, while others say the truth is that Baelor was a fanatic who intended to convert unbelievers to the Seven, guaranteeing a bloody religious war with the North and Iron Islands. The truth is lost to history.
