4. Littlefinger

Everyone seems to underestimate Petyr “Littlefinger” Baelish because he is not a great warrior. That’s a mistake, because Littlefinger makes it his life’s mission to swindle the most powerful people in Westeros using his intellect alone.

Similar to Varys, Littlefinger employs a ring of informants to collect information on just about everyone in the realm. Using this information, Littlefinger is able to manipulate people. He could even be considered the person who started the War of the Five kings. Thanks to his seduction of Lysa Arryn, Littlefinger was able to get her to poison her husband and the Hand of the King Jon Arryn and then have her convince the Starks that it was the Lannisters who did it.

This was the first domino that led to the death of Ned Stark, the Red Wedding, the fall of House Stark as the lords of the North, the ascension of Joffrey Baratheon as king and years of war that ravaged the country. While all of this was happening, Littlefinger was gaining favor with the Lannisters and moving up from his position as Master of Coin. Eventually, Littlefinger is sent to the Vale to deliver the neutral kingdom to the Lannisters.

It’s here where he finally marries Lysa Arryn, becomes the Lord Protector of the Vale and plots to marry Sansa Stark to the heir of the Vale. Ever the creeper, Littlefinger kisses Sansa and compares her to his one true love, her mother Catelyn. Lysa witnesses the kiss and becomes hysterical and even homicidal towards her niece Sansa. Littlefinger intervenes and tosses Lysa through the moon door, solidifying himself as the main political leader in the region.

Like Tywin, Littlefinger has blatant disregard for everyone and anyone who gets in his way. The only reason I rank Littlefinger as more evil is the fact that Tywin somewhat gives a crap about his kids (Jaime and Cersei anyway) and makes moves to put them in better positions. Littlefinger is purely motivated by a selfish desire to be more powerful than others and sleep with Tully women.
